Probably the best City Sightseeing service we have used. We got a 4 day pass which included all tour routes, ferry crossings and some free entry to museums etc.

the buses were generally on time, not usually full and the tour audio works!
Difficult to get back on bus after a stop

We joined the south island tour in St Julians and got off at Marsaxlokk, and then back to St Julians. The good is that you get to see the island and we found the buses run to the timetable. Marsaxlokk is worth the visit on a market day. The bad is that clearly too many tickets had been sold and with only one bus each hour, this led to a big scrum to get on the bus after each stop and many people left behind. It became a stressful experience and we decided not to get off at the Blue Grotto stop because we were concerned about getting back on the bus. Also the audio headsets were unreliable, and the drivers / attendants at bus stops were not entirely honest with the information they gave about when the next bus was due.

Please note that this review applies to the 'Northern' (Blue) circular bus route. Our holiday location, Golden Bay Radisson Blu resort, was situated on the Northern route.
The hop on, hop off bus is a good way of seeing the sights on the Northern section of the island, including the capital Valetta. The buses are fairly frequent, and we never had any trouble getting a seat. However, the buses are getting tired, with several seat belts broken, some audio systems not working, and in one case, a complete seat frame becoming detached from the floor.
During July, with temperatures well into the 30's, there was a nice breeze on the open top upper deck when moving. However, when stopped, or in slow moving traffic it was too hot. Lower deck seating was just as bad, as there was no air conditioning and insufficient ventilation, even with the bus front door open.
If you can get to your destination using the public bus service, I would use this. Buses are frequent, new, air conditioned, and cover most of the island. They are also cheap at €2 per person per journey.
I will be completing a seperate review for the Southern (Red) sightseeing bus route.
Good way to get around, if you have a lot of time.

If you are a first-timer to Malta, the hop-on hop-off tours are a good way to see many places on the island. There is a south tour and a north tour, the combined 2-day ticket is cheaper than two 1-day trips. But:
It takes about 3 hours on each trip to do just one loop, so be prepared to spend a lot of time on the bus. The audio guides on each seat are quite informative but as everywhere, the free provided cheap, low quality earphones are really bad making the audio sound worse than it is. Simple solution: bring your own !
We started our tour in Marsaxlokk but had no idea where the bus would stop. Many bus stops have no indications or signs that the Hopon/off buses stop there. So we asked several locals to give us a hint. Even the customer service that we called was unable th provide the correct bus stop. So we waited at the wrong bus stop, missed the bus and waited an extra hour on the -this time hopefuly right- stop) as the buses come only about very hour.
Same experience at Golden Beach, even though we waited at the same place where the bus dropped us off, the next one apparently had stopped at another place as we could just watch it passing by without stopping.

If you know where to go, there are faster options, Public bus transportation (combined with google maps on your phone) is an inexpensive way to get around, but still it takes a lot of time.
If you are comfortable with driving on the "british", "wrong" side of the road and plan to see many sites in one day, rent a car or bike. Another good alternative is to use a taxi. They are not too expensive. The island is not so big, you can get pretty much everywhere within less than an hour ! We used eCabs (with app), which is more or less the same as UBER. Fixed rates, no hassle with payment to the driver, the rides are automatically taken from your credit card (which may be a bit risky). However, and after checking feedback from other users, we gave it a try and it worked well. There were no issues with the credit card, each ride was billed correctly. Waiting times were short, at least in the urban areas where we used it.
We also used hotel taxis (limosines) ,which were about 50% more expensive than eCabs. Still ok if you just need a short ride from your hotel.
